Deputy Chief Shon Barnes believes the most important responsibility of leaders is to ensure their officers have an “aha moment.” He defines that moment as the realization that evidence-based policing works and that community-based policing works. The “aha”comes at the moment empirical research and human experience come together in the officer’s mind. Barnes argues that leaders should seek to create that moment for their officers early in their development. He illustrates what he means with specific leadership styles and actions.
